Description
This is a notice of funding opportunity (NOFO) for the OVC FY 2026 Victim Reunification Travel Program. This opportunity provides funding to the National Center for Missing and Exploited Children (NCMEC) to support the Victim Reunification Travel (VRT) Program, which assists parents of children who have been kidnapped by a noncustodial parent and taken across international borders with traveling to participate in Hague Convention hearings and/or accompanying their children back to the United States. NCMEC will work from guidelines and procedures established by the Office for Victims of Crime (OVC) to request release of funds to support services to victims of international parental kidnapping or federal crime victims.
Statute 34 U.S.C. § 11293(b) provides that the administrator of the Office of Juvenile Justice and Delinquency Prevention make an annual grant to NCMEC for various purposes related to assisting missing and exploited children and their families, including assisting parents and other custodians. Since 2004, OVC has provided funding for the VRT Program under 34 U.S.C. § 20103(c)(1)(B), which authorizes OVC to assist victims of federal crimes.
